RM of Laird No. 404 Public Notice – Planning and Development Fee Bylaw

Public Notice is hereby given that the Council of the Rural Municipality of Laird No. 404 (RM) intends to adopt a Planning and Development Fee Bylaw under section 51 of The Planning and Development Act, 2007.

INTENT: The bylaw would set a schedule of fees that the RM may charge related to the review and processing of development-related matters within the RM. Fees would be applied to the review, advertising, approval, enforcement, regulation, and issuance of: development permits, discretionary uses, minor variances, and amendments to the Official Community Plan and Zoning Bylaw. Rationale for the fees will accompany the proposed bylaw and fees would be assigned on a cost-recovery basis. The proposed new Fee Bylaw would replace that which has been in place since 2020 and most fees would be increasing.

REASON: The RM wishes to avail itself of the legislated cost-recovery tool such that development review costs are appropriately borne by development proponents, thereby minimizing costs for general ratepayers. Council has determined the current fee structure to be insufficient to address costs and is intending to adjust its fees to this end.

PUBLIC INSPECTION: Any person may inspect the bylaw and rationale document at the RM of Laird No. 404 office during regular office hours, excluding statutory holidays. Draft copies of the proposed bylaw and rationale are available from the RM office; hard copies at cost, and a free digital copy is available at the following web address: https://rmoflaird.ca/category/rm-notices/. The RM office is located at 3025 Central Avenue, Waldheim, SK S0K 4R0.

PUBLIC HEARING: Council will hold a public hearing on September 11, 2025 at 10:00 AM, to hear any person or group that wants to comment on the proposed bylaw. The deadline for receipt of written comments and  requests for representation at the meeting must be received by the RM office by September 10, 2025.
