Official Community Plan and Zoning Bylaw Amendments Public Notice

PUBLIC NOTICE

RM of Laird No. 404 Public Notice – Official Community Plan and Zoning Bylaw Amendments Public Notice is hereby given that the Council of the Rural Municipality (RM) of Laird No. 404 intends to adopt two bylaws under The Planning and Development Act, 2007; one amendment to each Bylaw No. 5-2008, known as The Official Community Plan (OCP), and Bylaw No. 6-2008, known as The Zoning Bylaw (ZB) .

INTENT: The proposed OCP and ZB amendments would provide for more flexibility in requiring a comprehensive development review (CDR) of an applicant such that it be tailored to the nature, scope, and potential impact of a proposed subdivision, development, or rezoning. Similarly, sewage management requirements for multi-parcel residential development would made more flexible. Policy and regulation for zoning implementation, transition and continuation of land uses would be added. The Future Land Use Concept Plan would be amended to redesignate from Rural land use to Future Multiparcel Country Residential a portion of land. The Zoning Bylaw Map would rezone parcels on the same portion of land to either Agricultural Residential (AR) or Country Residential 1 (CR1) Districts. A couple section and heading changes would be altered in the OCP but having no effect on development.

AFFECTED LAND: All lands within the RM may potentially be affected by the proposed textual amendments. Land use redesignation and rezoning would be applied to all of SW ¼ 15-40-05-W3M (the quarter section containing Gruenfeld). REASON: Current policy and regulation for CDR’s, and multi-parcel sewage provision is inflexible; Council is seeking to provide more flexibility, evaluation, and guidance as to when these measures are required as part of a land use planning review. Clarity for zoning implementation will better communicate specific triggers for land use or regulation change. Lands within SW ¼ 15-40-05-W3M would be redesignated and rezoned to better reflect existing site sizes and uses; current zoning regulation is effectively rendering portions of the lands non-compliant for development. Titling changes would remove obsolete references to joint planning with the RM of Rosthern.

PUBLIC INSPECTION: Any person may inspect the bylaws at the RM of Laird No. 404 office during regular office hours, excluding statutory holidays. Draft copies of the proposed bylaws are available from the RM office; hard copies at cost, and a free digital copy is available at web address above. PUBLIC HEARING: Council will hold a public hearing on May 11, 2023, at 10:00 AM, to hear any person or group that wants to comment on the proposed bylaw.
